It is unlawful for any person or persons to sell or offer to sell at any yard sale any property other than personal property accumulated for personal use by the occupants residing at the address at which said sale is to be held; provided, however, nothing herein shall prohibit neighbors in the same residential area from conducting a combined yard sale at one specified address.
