In addition to the rates for collection of garbage and rubbish as provided for in this chapter and established by resolution, the collector, when requested by the owner, tenant or occupant of any residence, flat, apartment house, or business premises, to make a special collection of any garbage or rubbish in addition to such normal collection as may be previously established, shall be entitled to collect and receive such additional sums for such services as may from time to time be established by resolution of the city council for such extra services.
