Where there are particular problems in the nature of special containers, bulk storage, extraordinary refuse or more than three containers per week per household, the rates to be charged for service to such peculiar circumstances shall be a matter of negotiation between the collector and the party presenting the particular problem. In the event the parties do not agree upon a satisfactory charge for such service, the matter shall be submitted to the city council and, upon hearing, the council shall fix the applicable rate by resolution duly passed and adopted.
