There shall be two officers in the planning commission, a chairman and a vice-chairman. A secretary to the planning commission may be appointed by resolution of the city council. The commission shall elect its officers at the first regular meeting of the commission of each calendar year, and they shall hold office for a term of one year, and any vacancy in any of the offices shall be filled by the commission at the first regular meeting of the commission after the vacancy occurs, and shall be filled for the unexpired portion of the term of office to be filled. The chairman shall preside at all meetings of the commission, and in his or her absence the vice-chairman shall preside. The secretary shall make and keep a record of all the resolutions, transactions, findings, and determinations of the commission, and shall record and keep the minutes of the commission meetings.
