The city council shall, at the meeting at which it receives the final map or at its next regular meeting, consider the map, the plan of the subdivision and the offers of dedication and if the map conforms to all the requirements of the Subdivision Map Act, this title and any other ordinances of the city at the time of approval or conditional approval of the tentative map, and any rulings made thereunder, it shall approve the map. If it does not so conform, the city council shall disapprove the map. At the time the council approves a final map, it may also accept, subject to improvement, or reject, any offers of dedication.
