The city having, before the effective date of the ordinance codified in this chapter, contracted with the county of Siskiyou for the use of the services of the health officer of the county of Siskiyou within the city, the health officer of the county, or his duly authorized representative or representatives, be and are appointed as the officer or department charged with the enforcement of the provisions of the State Housing Act described in Section 15.04.010. The enforcement officer will require that all construction inspection have an engineering review of plans to certify that the expansive nature of soils in the region will not affect the foundation integrity.
