Any person of lawful age may apply to the chief of police for a permit valid for not more than ten days from the date of issuance, for the use of a .22 caliber rifle or a shotgun within the city limits. The permit may be issued upon satisfactory evidence submitted to the chief that the use of the weapon is for a lawful purpose and that precautions will be taken to prevent injury to the person or property of others; provided, that the applicant shall have the right to request a review of the refusal by the city council.
