The city clerk, with the approval of the city council, shall have the power to establish sanitary rules and regulations governing the collection and disposal of garbage, rubbish and waste matter, not inconsistent with this chapter. Such rules and regulations, when published, shall become and are made, a part of this chapter, and any person violating any one of such rules shall be punished as for a violation of this chapter, provided, however, that such rules and regulations shall be effective only when approved by resolution of the city council and when such resolution shall have been published once in a newspaper of general circulation printed and published in the county of Siskiyou, or posted as provided by law.
