Before granting the first license for or effecting the transfer of any license for any business where intoxicating liquors are to be or are sold for consumption on the premises, or any pool hall, card game or other place of amusement within the city, the city clerk shall require from the applicant a certificate from the county sheriffs department that the conduct of such business at the proposed location will not be detrimental to the public peace, morals, health, safety or general welfare.
