For purpose of this chapter, the following words and phrases shall have the following meaning:

a. “Enforcement Official” shall be any officer or city employee charged with the duty of enforcing the City of Montague Municipal Code, any Uniform Code adopted by the City of Montague, or any condition imposed by any entitlement, permit, contract or environmental document issued or approved by the City of Montague.

b. “Violation” shall mean any act or omission for which administrative penalties may be imposed pursuant to this chapter.

c. “Responsible Party” shall mean any natural person(s), firm, association, club, organization, corporation, partnership, business trust, company or entity and the parent or legal guardian of any person(s) under the age of eighteen years whose acts or omissions have caused or contributed to a violation.

d. “Beneficial Owner” shall mean any mortgagee of record; a beneficiary under a recorded deed of trust; the owner or holder of any lease of record; provided, however, that the United States, the State of California, and the City of Montague shall not be deemed to be beneficial owners by virtue of any lien for unpaid taxes.

e. “Board” shall mean the city council, also known as the Planning Commission, of the City of Montague.

f. “Owner” shall mean the owner of record of the premises affected.

g. “Days” shall mean calendar days. (Ord. 13-05, 2013)
