The manager may cause to be removed from any area of the airport any vehicle or aircraft which is disabled, abandoned, parked in violation of these regulations, or which presents an operational hazard as determined by the manager to any area of the airport, at the operator's expense and without liability for damage which may result in the course of such movement.
