The city council shall meet on the Tuesday after the general municipal election and choose one of its members as mayor and one of its members as mayor pro tempore. Both shall serve for a period of two years. In years in which there is no general election, the election of mayor and mayor pro tempore shall occur during the regularly scheduled meeting to be held on the third Thursday of April in any such year.
