It is unlawful for any person during a conflagration (physicians engaged in the discharge of professional duties, or those disabled by sickness or physical disability excepted) who is called upon by the mayor, chief of police, fire chief or assistant fire chief, to aid in the extinguishment of a fire, or in the removal of goods endangered by fire, to fail or refuse to afford such assistance and any of the able officers named may arrest the person so refusing. Any person found guilty of violating any of the provisions of this section shall, upon conviction thereof, be punishable by a fine of not more than five hundred dollars or by imprisonment for a period of not more than six months, or by both such fine and imprisonment.
