Any permit that is granted shall be used within five years from the effective date thereof, or within the time limit that is set in the conditions of approval; otherwise, such permit shall be null and void. The term “use” shall mean the beginning of a substantial surface-mining operation that is authorized, which mining operation must thereafter be diligently applied to completion.
