All required improvements shall be subject to the approval of the city engineer. All required improvements shall be inspected and tested as required by a licensed civil engineer employed by the city, and upon completion of the improvements, the licensed civil engineer shall certify to the city that the improvements have been installed, constructed and tested in accordance with the improvement plans and specifications, the Standard Subdivision Improvement Specifications, and the general requirements as set forth in this title.
