The planning commission secretary shall indicate the date of filing upon the file copy of the tentative map and accompanying data. The planning commission shall take action to approve conditionally, approve without conditions or disapprove the tentative map within fifty days after the filing thereof, unless such time is extended by agreement with the subdivider. Notwithstanding the foregoing, if an environmental impact report is prepared for a tentative map, the fifty-day period specified in this section shall not be applicable and the planning commission shall render its decision within forty-five days after certification of the environmental impact report.
