Upon receipt of the parcel map and all applicable fees and all required improvement securities, and upon determination that the parcel map complies with and conforms to all the requirements of this title, the Subdivision Map Act, and the applicable provisions of the Government Code, the city engineer shall so certify the same upon the map.
