It shall be the duty of the planning commission upon the filing of an application for a sign permit, to investigate same, and if it appears that the proposed sign is in compliance with all the requirements of this title, and of the zoning regulations of the city, and not in violation of any of the other provisions of this code, they shall then issue the sign permit, as well as any use permit which may be required in accordance with the provisions of Chapter 17.16 of this code.
