Within ninety (90) days after the completion of a lateral as described in Section 13.20.010 by such owner or owners, such owner or owners shall file with the city clerk a certificate setting forth an itemized account of the costs and disbursements of the installation of such lateral, together with a map, drawn to a scale of not less than one inch for each twenty (20) feet of lateral, showing in detail the location and depth below the surface of such lateral or laterals.
