This chapter applies throughout the city to all premises and the owners and occupants thereof served by the city's water system. It applies to all systems installed prior to or after the ordinance codified in this chapter is enacted. Every owner and every occupant of premises covered by this chapter is responsible for compliance with its terms and shall be strictly liable for all damages incurring as a result of failure to comply with express terms and provisions contained in this chapter.
