Any charge levied by the city by or pursuant to this article or the resolutions made pursuant to the authority of this article on any premises within the corporate limits of the city having connection to the city water distribution system is hereby made a lien upon the premises. The water superintendent is authorized and it shall be his duty to disconnect the water upon failure of the person to whom such charge is billed to pay the charges as set forth in this article.
