Any consumer securing water from sources other than the city distribution system and connecting the foreign source to the same plumbing on or about his premises shall, at his sole expense, comply with all rules and regulations of the state or any public body having jurisdiction and install the necessary valves, cutouts, and other devices essential to protect any such foreign waters from infiltrating or contaminating the city distribution system.
