The city council may determine by resolution any one-way street or alley and a designated city employee is authorized and directed to place and maintain signs giving notice thereof and no such regulations shall be effective until such signs are in place. Signs indicating the direction of lawful traffic movement in one (1) direction only shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.
