The pilot, operator or owner of any aircraft damaged or disabled because of an accident at the airport shall be responsible for the prompt removal of such aircraft or parts thereof from the runway or operational area. If the pilot, operator or owner fails to, or is unable to, comply with such directions, the damaged or disabled aircraft or parts thereof may be removed by the city at the pilot's, operator's or owner's expense and without liability for any damage which may result in the course of such removal.
